-In other municipalities I often see it associated with [noxious] weeds (defined by MDA? construction of “weeds” is a separate problem for another time) and tall grasses > 8 or 9″
-In Shoreview it’s non-woody veg > 18″ but it specifies on vacant property
-North St. Paul explicitly says “WEEDS does not include shrubs, trees, cultivated plants or crops”
